5. We presume that the Chiefs of Staff will

arrange for Rear Admiral Harcourt to be inform-

ed of the substance of Foreign Office telegram

984/and of Chiang Kai-shek's eventual reply

and

to the suggestions made in that telegram;

that they will be sending him instructions as

to the exact procedure to be followed (includ-

ing the form of any document) on the occasion

of the surrender.
