I left therefore communicated them to Dr.Wu last night. nothing in writing but he took full notes of what I said on lines of your telegram.

2. I cannot believe that Chinese will accept solution under which their representative is to sign any surrender documents merely as a witness, and so far as I can judge here they would have American support in resisting this proposal.
