5. Wedemeyer's attitude was reasonable throughout though he did comment adversely on our alleged original intention to act unilaterally "thereby setting a bad example to the Russians" and I feel that it is essential that we should disclose our full plans beforehand and in sufficient time to enable me to · clear up queries and doubtful points. [Ends].
[Gp. undec.] I agree with Hayes' opinion of the above and trust he will be given the full plan in detail as soon as possible and authorised to communicate it to Wedemeyer and the Chinese.
