H.M.G. are of course anxious to reach a

mutually satisfactory arrangement with Chiang

Kai-shek. They regret, however, that they

cannot agree that the Officer Commanding the

British Force should act as the delegate of

Chiang Kai-shek in accepting the Japanese

surrender in Hong Kong. As already indicated,

however, they would welcome the presence of a

representative of Chian Kai-shek in Hong Kong

on the occasion of the surrender.
