We have seen B.A.A.C. telegram to G.0.C. No. G/360 of 15th August and S.A.C.S.M.A. telegram to G.O.C. No. 19036 of August 17th, regarding B.A.A.G. plans for Hongkong.
2. You will of course appreciate that no arrangements for acceptance of Japanese surrender in Hongkong should be made independently of plans for this purpose which are now being considered at a high level.

We are seriously concerned at suggestions in paragraph 6 of B.A.A.C. telegram No. G/360 that there is reason to believe that Americans may fly in Chinese officials to accept formal surrender. If there is any confirmation of this please report to me by "Most Immediate" telegram so that necessary action can be taken. We assume that General Wedemeyer has been informed by the United States Chiefs of Staff of our plan to despatch a British naval force to Hongkong but you should make sure that he is aware of it.
