As a result of the communication made yesterday based on your telegram under reference Chinese Government have today telegraphed to consult Dr. Soong and the United States Govern-
ment.
2. Minister for Foreign Affairs has now returned and I have been over the whole matter with him and impressed on him the strength of the feeling of His Majesty's Government and the public generally over Hongkong issue.
3.
If order by General MacArthur to surrender to British forces could be arranged the whole matter would be concluded without rancour.
