I am making communication in the sense indicated.

I am not clear however what has to be coordinated, and by whom coordination with Chiang Kai-shek is to be effected.

3. I take it that Naval Force Commander has instructions regarding (a) use of port for military requirements of Chinese and American forces who will no doubt require facilities of Hong Kong for supplies and for evacuation of Japanese troops; (b) arrangements for feeding and guarding Japanese prisoners taken in Hong Kong which will become a British responsibility on surrender; and (c) action required in respect of Kowloon and leased territory.
