Thank you for your ersonal and Top Secret telegram containing General Order No. 1 to General of the Army lacther, which you have a roved with the understanding that it is subject to change both by further instructions issued thri the Joint Chiefs of staff sad in matters of detail by the Supreme Commander for the Allied Forces in the light of th operational situation as know by him.

2. I am in general agreement with your order which is na being examined in detail. Meanwhile I have the following comments about Hong Yong.

3. Chiang Kai-shek is claiming that Hong Fong is in the aree in which Ja anese forces are to surrender to him as

eneralissimo of the China theatre. hile we are proposing to inform Chiang i-shek that we shall welcome the presence of a representative of his on the occasion of the acceptance of the surrender of Javanese forces in long Fong, we cannot accept any interpretation of General Order No. I as meaning that Hongong, which is British territory, is included in the expressi à "within China".

4. As has already been notified to the Joint Chiefs Staff and the Chinese Goverment a British Naval Force is on its my to release Dong Yong from Japanese occupation, aid to prisoners and internees situated in the Colony snd restore the British administration. It may be that the Japanese com anders on the spot may regard Hong Zong as being "within China", and I therefore request you to instruct the Allied "upreme Commander, General of the Army MacArthur to order the Japanese High Command to ensure that the Japenose local com anders in the British Colony of longong shall surrender to the Commander of the British Haval Force on his arrival.
