Personal for General Ismay from Carton de Wiart.
During the course of very frank conversation with General Olmsted, Wedemeyer's Chief of G-5 Section, Olmsted asked yesterday for any assistance that the British could give him in expediting the commencement of operation of public works, docks, and other civil installations in large cities and ports situated in this theatre.
2. It has been apparent for some days now that the abrupt end of warfare out here has caught the Americans totally unprepared as regards nucleus of Military Government, P.O.W. and civil administration commitments.
3. Owing to the fact that the Chinese can be of only mini- mum assistance, H.Q. U.S.F.-C.T. consequent upon their imm- ediate military problems are now for the first time asking for our help. It is obviously a great chance to restart British enterprise in this country and at the same time counter-balance the ever increasing American influence.

I realize that many of the directors(?) and operators of British concerns out here are at present interned but if limited numbers of specialists and technicians could immed- iately be made available I feel they would be of inestimable value.
5. If you agree, and sanction for the above proposal, which I imagine is largely the concern of the Foreign Office, could be obtained in principle, H. Q. B.T.C. and Embassy here would submit exact requirements after liaison with the Americans.
