Many thanks for your Top Secret letter of August 17th enclosing an advance copy of a minute intended for the Prime Minister giving the comments of the Chiefs of Staff on President Truman's tele- gram No. 4 to the Priam fuister.

We have discussed an enclosure with the Colonial Office and we suggest that peragraphs 2 and 3 of the draft telgra to President Truman should be amended to read as in the enclosed draft.
