This would have to be carried in further units of the British Pacific Fleet, and would be relieved by the force from $.3.A.C. when available. No action should, however, be taken to send any British forces to Hong Kong until specific instructions from H.M. Government are received.

6. The civil affairs personnel for Hong Kong are still in London and arrangements aro being made to fly out advance parties. Considerable improvisation will be necessary in the early stages in conducting military government.

7. Shipping. A new overall roview of shipping is being carried out.
