1. Even if a general surrender order to all Japanese forces is given by the Emperor, it is possible that individual Japanese commanders will not accept the order and may resist..

2. P.O.Ws. and Interneos. It e asguumed that the Americans will take necessary action on behalf of Allied prisoners-of-war and internees north of Hong Kong, and that British units will be associated in this work as far as you are able to arrange.

3. Treaty Ports. Should the Amoricans decide to despatch American contingents to the main China ports and in particular to Shanghai, Tientsin, Tsingtau, Dairan, Swatow, you should ensure that British ships form part of any naval forces sent. At all theso ports there are interned Priti sh

subjects and considerable British interests, and no doubt there will be other ports where prisoners are collected.
