It is matter of great importance to transmit to Gimson message in my telegram No. 859 by any means available to you, and if there is uncertainty as to capacity of B.A.A.G. for this purpose you will no doubt consider any alternative reliable means.
2. We are endeavouring urgently to secure consent of American Chiefs of Staff to detach British naval force from British Pacific Fleet to steam for Hong Kong with instructions that Flag Officer commanding this force should immediately on arrival assume full powers of military administration in Colony. If Gimson has been able to assume governing authority before this force arrives Flag Officer Commanding will carry with him instructions from Secretary of State for Colonies to Gimson to hand over to Flag Officer.
3. If it should happen that an American or Chinese force goes into Hong Kong forestalling British Naval Force it would be important that such British personnel as is available should accompany them. In such contingency Colonel Ride and B.A.A.G. personnel would seem most suitable.
4. As soon as possible we shall despatch to Hong Kong by air, Brigadier MacDougall, Chief Civil Affairs Officer designate, and advance party of key Civil Affairs personnel who are now standing by in London.
