I attach:-
(a) A copy of a proclamation for issue by the
Commander who takes over the surrender of the Japanese at Hong Kong.
(b) A copy of a telegram clarifying the issue
raised in Foreign Office telegram No. 859 to Chungking.

Both these documents have been agreed by the Director of Civil Affairs with the Colonial office, and I would be grateful if you could arrange for their. despatch to Amiral Sir Bruce Fraser, bgetter with a repetition As Olyram & 3g as indicated.
The Director of Civil Affairs would be grateful also if the Admiralty could suggest to Admiral Sir Bruce Fraser that pending the arrival of Brigadier McDougall, the Chief Civil Affairs officer designate from the U.K. he should consult as necessary with Mr. Gimson.
I am sending a copy of this letter to Antrobus at the Dominions office and sterndale Bennett at the Foreign office, with the suggestion that the former might inform Australia of the terms of the proclamation.
