My dear Gent,

With reference to Sir G. Gater's

letter of July 28th to Sir A. Cadogan, I

am writing to let you know that the

proposal to speak to the President about

the administration of Hong Kong in the

event of its recapture by the Chinese

was duly referred to our Secretary of

State but it did not prove possible to take get the necessary action taken with the

Americans at Potsdam.

Mr. Bevin has now directed that the

matter shall be taken up through the

usual channels with the U.S. Government

before approaching Chiang Kai-shek.

I accordingly enclose for the

concurrence of the Colonial Office two

draft telegrams to Washington.

I am sending a copy of this letter

to Colonel Nangle for War Office

concurrence.
