To sum up, our military position in China is now so difficult and procerious, that in our opinion, it is essential that any project of this nature, if it is to have any hope of success, must (repoat must) be previously cleared with both Chinosc and Americans and at highest level. It would be useless to approach Wedemeyer on subject initially, since he sticks rigidly to his directives and would merely rofor the matter to Washington. Neither will it be sufficient to project with Americans along since Wcdomayor when approached will certainly feel it necessary in his capacity as 0.0.S. to Generalissimo (?to) (?toll) the latter.
