In the circumstances, and on the assumption that D'Almada is a British Subject (as to which please confirm) Colonial Office wish to offer him employment in the Hongkong Planning Unit on the following terms.
(a) A salary of £950 per annum while engaged in London on planning duties.
(b) After the liberation of Hongkong a suitable legal appointment on a temporary acting basis at a salary of not less than £1,000 per annum.
(c) It is possible that during the period of military administration he might be required to accept a commission in the Army Civil Affairs Service.
Please put this offer to him, and, if he accepts, arrange for an air passage for him and his wife to the United Kingdom by first opportunity.
