Thank you for your letter F.3111/1147/10 of the 5th June enclosing a copy of lir. A.B.Raworth's letter of the 18th May about the future trade of Hong Kong we agree that the effect of the abolition of extra-territoriality is likely to be that British and American firms would probably wish to transfer their factories to Hong Kong were it not for the Chinese customs tariff. There can, however, be no question of meeting this difficulty by the establishment of import and export duties in Hong Kong since Hong Kong has been and should continue to be a free port.
Equally we agree that, however desirable, there is little likelihood at present of our being able to secure a more permanent tenure of the New Territories since although we refused to consider the request of the Chinese Government for the rendition of these territories at the time of the abolition of extra-territoriality, we agreed to discuss the matter with them after the war.
It does not seem necessary to send any further letter to Mr. Raworth, but I am sending copies of this letter to Somervell, Board of Trade, and Farrer, Department of Overseas Trade.
