As regards paragraph 2, I presume that the reference is to the correct attitude for H.M. Consul to adopt towards any Italian officials there may be in Macao. I have attempted to cover this point in the attached draft telegram. If, however, it is really a question of Italian firms or property and I do not know whether such exist in Macao we ought to consult the Treasury, Board of Trade, M.E.W. and T.W.E.D.

I think the attached draft telegram meets the case although personally I should have thought it would have been sufficient merely to say "you máy maintain normal relations with Italian officials and private individuals." Even if the Consul has in mind the question of Italian firms or property he would be ill-advised to concern himself with this. see my minute on C 2513/32/18.)
