I enclose copy of a letter dated the 18th May addressed to this department by Mr. A. B. Raworth of The General Electric Company Limited in which the writer states his personal views on future economic policy towards Hong Kong. A copy of our letter in acknowledgement is also enclosed.
While Mr. Raworth's estimate of the effect of the relinquishment of extra- territorial rights in China upon the economic position of the Colony may be sound enough, his suggestions about future fiscal policy and prolonging
