Thank you for your letter of the 10th
May about the alleged activities of H.M.
Consul at Macao.
Like you we find it difficult to
decide what value to attach to this story
and we are precluded from asking-Reeves
for an explanation because as you know
he has no secure cypher. We are inclined
to be sceptical about the details because
if they had created as much consternation
as alleged we should have expected to
receive confirmation from other quarters.
In fact however, we have received nothing
at all.
The first thing seems to be to ask
Chungking Embassy for their comments and
I enclose a copy of a telegram which we
have sent to them. In the light of their
reply we can decide what further steps it
may be necessary to take.
In 1943 we discovered that Reeves
was engaged in various unorthodox
