Bishop Hall has strongly recommended to Colonial Office employment of Dr. F.Dickenson of West China Union University in connection with the reconstruction of Hong Kong, as regards agriculture and animal husbandry. The Colonial Office would
be grateful for any observations you may care to offer as to Dr. Dickenson's fitness for such duty and would like particulars of his technical qualifications.
