There does not seem much advantage in our attending a meeting unless we can express a view.
The papers in F 4582/G show that in certain official quarters in the United States there is less disposition to insist on our returning Hong Kong to the Chinese provided we contribute it to a system of international security in the Pacific, although the prevailing opinion in that country continues to favour the return of this colony to China. But whatever may be the view in the United States or however pressing may be the importunities of the Chinese, the right course for us is surely to assess as nearly as we can, on the basis of expert strategic and economic information, wherein our own advantage lies. On this point I can only refer to the various minutes on F 412/G
