when we got Berne telegram: No.1956 of the 3rd June about Jepanese

treatment of British firms in Shenghai, we wrote to the Trading with the nemy Department, enclosing a copy of the telegram. In due course we received in reply a letter dated 17th June,

enclosing a draft telegram for despatch to Berne (which ves quly sent off se Foreign Office No.1721 of the 25th June) and suggesting that copies of both telegrams be sent to you and to the Colonial Office, Inais Office and Burn:o office. This wea cone on the 27th June but apparently your copica miscarried. I am sorry if the attention of the Dominions office was not called officially to these telegrama, bit I
