and I should have advanced this view even if the Secretary of State and Mr. Law's minutes on the recent meeting with the China Association had not shown that they are even less impressed by the difficulties of British "big business" in China than I am.
In addition, therefore, to sending the Directors the unpleasant draft attached, I think we should press the Trading with the Enemy Branch to put in a controller on the general ground that business firms which write this kind of letter in time of war are not to be trusted to subordinate their private interests to the national effort. The Trading with the Enemy Branch are quite willing to take this step, although they do not think they will be in a position to take any further definite action against the Company.
A subsidiary question is whether we should or should not make representations at Chungking to get the Chinese to discourage their people from working the mines of the affiliated Chinese company.
I doubt whether we should
obtain any useful result by doing this and it does not seem worth while.
