general attitude of His Majesty's Government in the matter, namely that His Vajesty'a Dovernment do not regard as unpatriotie the participation of British subjects in such maintenance of essential services as ie for the benefit of the civil population of the occupied territory, but that they do expect patriotic British subjects to refrain from assisting the enemy war effort, and that me the production of coal is clearly essential to the Japanese war effort His Majesty's Government cannot but regard sasistance given voluntarily by British subjects to this end as unpatriotic and reprehensible.
