Dear Swire,

The questions in your letter of February 4th fall outside the scope of the Foreign Office. They seem inãeed to be questions on which you should consult your own lawyers and it is doubtful whether any Government Department can properly express an opinion about them. In so far as any Government Department can do so, the matter seems to be one for the Trading with the Enemy Branch. I have spoken to the Controller and by arrangement with him I am sending a copy of your letter to the Branch, who, if they feel that they can properly assist, will get into touch with you direct.
