I approve measures detailed in your telegram No.1101 which you have taken to tighten up working of Immigration Ordinance' and should be grateful to receive a further report on the position after these measures have had time to bear practical resulte.

2. I note from your telegram under reference that facilities for merchants as in (4) of your telegram No.43 of 17th January have been retained and I trust that in accordance with the necessity, which has been stressed in the past and must continually be borne in mind, of administering this Ordinance in the most considerate and sympathetic manner possible. any formalities attendant on the entry of such merchants and on that of important Chinese visitors and holdere of Chinese passports generally will be carried out as expeditiously and

if any further restrictions have to be introduced that H.M. Ambassador in China should be given an opportunity of explaining their necessity to the Chinese authorities in advance.

Foreign Office will telegraph necessary your telegram No.1143. instructions to Chungking as to what H.M.Ambassador is to say to Chinese Government on this matter.
