The first two sentences of paragraph 4 of the letter express completely contradictory views on the publicity question.

As regards Gleam telegram 149 (F 10737/G) the American authorities are obviously objecting to exaggerated publicity by us about their part in the joint defence programme. They ask us to keep quiet about joint measures and conferences in which they are involved.

This does not strictly apply to the reinforcement of the Hong Kong garrison with British troops. Never- theless, I think we should adopt the American line in this matter too. Hong Kong is not going to be made impregnable by the addition of two battalions, and I think it would be better to avoid too much bally-hoo about it with news reels and so on. I agree that we can leave the world press to note the fact and draw their own inferences without prompting, or undue boasting, from us. If that view is accepted it hardly seems necessary to consult the U.S. Government; though perhaps it would be desirable to agree with the Canadian Government that the move should be played down rather than up.
