Chiefs of Staff have also recommended that stricter measures for the control of entry of Chinese into Hong Kong should be introduced as soon as possible.

I should accordingly be grateful if you would review on this basis the operation of the Immigration Control Ordinance No. 32 of 1940. While H. M.G. have as you know decided it to be important that the restrictions should be operated in a considerate and sympathetic manner it is no less important that they should be effectively used to safeguard the essential defence interests of Hong Kong in preventing the entry of Chinese under suspicion of anti-British intentions as well as the entry of any considerable numbers of refugees who would intensify the food and health problems of the Colony in the event of war. am informed that the considerable influx of Chinese into the Colony in recent months is of a size which may well compromise its defence, Please discuss with G.0,0. and report to me any recommendations for stricter control which you

consider desirable.
