Dear hr. Chen,
e have been enquiring into the
application to chinese nationals of the Immigration Control ordinance at Hong Kong, which you raised in your interviews with Mr. Ashley Clarke of 10th June and with me of 19th July.
The position appears to be that an arrangement is at present in force whereby persons of Chinese race entering Hong Kong who hold Chinese Government passports are not required to have British visas on their passports. This is a purely administrative measure of a temporary nature, and it is not proposed in present circumstances to amend the ordinance itself, more particularly since only about two per cent of chinese nationals entering Hong Kong are affected.
