Your telegram No. 510 Secret,
Order has been drafted forbidding
British male subjects and aliene whether male or female to leave the colony without permit. Before enacting, request confirmation that intention "all aliens" in second paragraph of your telegram is to include females.
Order contains provision for
exemption of specific persons or classes of persona. Intention is upon making the order to exempt the following classes:
(a)
aliens male or female of the Chinose
race
(b) regular personnel of ships leaving
the colony
(o) transit passengers departing in ship
in which they came to the colony.
