Your confidential telegrams Nos. 314 and 339. Forrest. I have not yet received your despatch No. 72 of 31st March, but on facts contained in your telegram No. 314 Iapprove invaliding of person named as recommended by medical board.
2. With reference to paragraph 8 of your telegram No. 314, I consider (1) that it would probably be unwise to let person named have a copy of Commission's report before he leaves the Colony and (2) that publication of Report should be withheld until I have had opportunity of reading it e Unless your despatch No. 72 deals with the matter, I should also be glad to receive your observations on the three points, summarized in paragraph 4 of your telegram No. 314 on which the Commission comment adversely on the action of the Hong Kong Government and Departments thereof.
3. Generally speaking, I have been somewhat exercised at learning of the state of affairs disclosed by the Commission's report and, in view of the very definite undertakings given to the Chinese Government, I trust that all possible steps have been taken to see that the Immigration Control Ordinance is now being, and will be in future administered tactfully and sympathetically.
