restricted use of facilities at Fort Wm. McKinley for the shel-
ter and care of evacuees until other quarters could be provided.
Under this arrangement the personnel and facilities of the U. S.
Army were used in the debarkation of Hong Kong evacuees arriving
on the "Empress of Japan" on July 3, and the "Empress of Asia"

the Red Cross under this plan.
Under this plan the American Red Cross agreed, through its
branch in Manila, to assume full responsibility for all expenses
incurred by the U. S. Government incident to the assistance given
by the U. S. Army in the Philippine Department to the American
Red Cross in caring for evacuees from Hong Kong and agreed to
reimburse the War Department for all such expenses when accounts
would be rendered. The responsibilities assumed by the American
Red Cross covered:

Gasoline and oil used in transporting evacuees and
their baggage in Government motor vehicles;
Expenses incident to the hospitalization and medical
care of evacuees;
Expenses incident to the quartering and feeding of
evacuees on military posts such as Fort McKinley and other posts that might be used later;
Supplies such as essential toilet articles and clothing
that might be issued from Government stocks or Post Exchanges for the use of evacuees;
Transportation costs of shipment by commercial carrier
of supplies shipped at its request;
Any other expenses incident to the receiving, process-
ing, care and final disposition of evacuees to which the Army might be put.
