I have the honour to refer to Your Excelleney's
sexorandum Bo. 41/1 of 8th Januɛry on the subjent of the
regulɛtions governing the entry of Chinese into Hong Kong.
2. The most careful considers tion has been given to the
points raised by you.

4. As reguzās entry into Hong Kong, the position is that
pasaporta must now be visa'd by a British authority to be valia
for Mong Fong, but where persone do not hold passports
applications for entry permita enn be made at many entry points
besides Hong Kong including Taipo and other places on
northern land frontier, though the actual permits are issued at
Hong Long
