My telegram No, 25. Immigration Ordinance. Chinese Ambassador at interview raised following points:

(1) Whether permits of entry can be obtained at point of entry to Hong Kong territory and not only at Hong Kong itself?

(2) What is position as regards consular visas?

3) What facilities will be given to distinguished persons e.g. Madame Chiang, entering Hong Kong (Ambassador has been promised in this that special effort will be made to prevent unpleasant incidents).

(4) What provision is to be made for merchants who have to go in and cut of Hong Kong with wares?

I shall be grateful for categorical replies on these points for communication to Ambassador

22 I shall also be glad to learn how it is proposed that British residents in Hong Kong should obtain visas for China (see your telegram No. 39) and whether the Hong Kong Government would, if necessary, see any strong objection to the posting of a Chinese Consular representative at Hong Kong for this purpose particularly. Representative would not perhaps have title of consul but would be recognised officially by Hong Kong Government as an accredited agent of the Chungking authorities,
