Dear Ashley Clarke,
May I refer to the telegram from Hong Kong No. 767 which I sent to you on the 7th December, and which contained representations from a committee of relatives of evacuates from the Colony asking for a reversal of our policy and for permissi on for those already evacuated to return to Hong Kong. I enclose a copy of a draft telegram to Hong Kong which, subject to the concurrence of the Foreign Office, the Secretary of State proposes to return to the Acting Governor.
