Immigration Control Bill was published November 9th and I do not anticipate any further important local reactions. Hong Kong Chine se appear to be in complete favour. I propose to accordingly introduce Bill for first reading on November 21st and when it has passed all its stages I should be glad receive your authority to bring it into force by proclamation as soon as possible thereafter in accordance with the provisions of the commencement in the last clause of the Bill.. In this connexion I would refer you to my telegram 722 of November 9th regarding the legal position as to evacuation ?powers.
