Certain Defence measures here are encountering opposition mostly on financial grounds and some owing to misappreciation of the situation. In addition further steps to complete original families evacuation scheme which has been widely evaded are likely to meet with determined opposition involving legal complications, I believe that many of these difficulties could be avoided by public statement that such measures are moze justified now even than previously by the deterioration of political situation. Such a statement might well accord with the policy suggested in telegram No, 1925 from British Ambassador Tokyo to the Foreign Office. you approve I should be glad of instructione as to terias of such an announcement.
