Transmits copy Hong Kong telegram No.621 of the 5th October, repeated Shanghai No. 207, Tokyo No.105, reporting that certain defence measures are encountering opposition, mostly on financial grounds. In addition further steps to complete original families evacuation scheme are likely to meet with determined opposition involving legal complications. Governor believes many of these difficulties could be avoided by public statement that such measures are more than justified by political situation. Requests instructions.
