Military Attaché in a recent interview with General Tsuchihashi pointed out that if the Japanese forces adopt a hostile attitude by occupying frontier districts they must expect Hongkong authorities to take reasonable precautions, as they were quite determined to defend General Headquarters if attacked. General accepted the explanation and reminded the Military Attaché that the Japanese Commanders removed from direct control of Tokyo and not in possession of the full facts were apt to become impatient and act unwisely at times. He did nor expect unpleasant incidents on the Hongkong border and local Commander had been instructed to take every precaution to prevent their occurence. He stated that the army had been pressing the Government to induce us to close the remaining avenue of entry of materials into China. The Japanese Foreign Office moved slowly hence interview June 19th (see my telegram No. 1032).

2, General stated that his meetings with the Military Attaché had been invaluable in enabling him to put the British point of view to his colleagues and that without them and frank exchanges of views situation would have been far more dangerous than it is today.
