Confidential information from Nanking suggests that new Wang Ching-ei Central Bank hopes to obtain backing for its proposed note issue by tapping exchange resources of Chinese Stabilisation Fund with Chinese national currency collected in puppet area and sent to Shanghai. They claim that 50,000,000 Chinese dollars initially at disposal of this bank have already been exchanged into United States dollars.
This information (for what it is worth) may be of interest to Mr. Morgenthau.
