5. As regards your cable No. 140 paragraph_4(d) agreement with Japan will not provide us with dollars. Japan will be able to get sterling against. yen.

We should expect the Chinese Dollar/U.8. Dollar rate to become largely dependent on the help of the U‚9.A. but we still know nothing of the conditions on which such help is offered.
7. Please make it clear that the supply of dollars or currency convertible into dollars must be America's contribution to the support of China, and point out that we shall hope to achieve a substantial degree of help in Chins by providing goods which can be paid for with sterling.
