who I have spoken to Mr. Young of the Treasury, tells me that he is discussing with the Bank of England the probable effects of the new bank and currency. There are also the negotiations with the Japanese about ! the payments agreement. He suggests that something may emerge from these discussions which may provide material for a reply to the Japanese, and he asks that we should suspend action until we hear from him.
