So far as mere protests are concerned, we have already said all that we can say in collaboration with the Americans, and, short of using economic threats, I cannot suggest any further reply to the Japanese that is likely to have a useful effect. If an answer is imperative I can only suggest that it should be a formal note on the lines that, as we do not recognise the Japanese sponsored Nanking Government, we must
