With reference to my despatch No. E 251 of the 28th of March last, enclosing copies of the Enforcement Regulations governing the application for purchase of Foreign Exchange by importers, which were promulgated on the 15th February last, I now have the honour to enclose (in translation) a copy of an Order made by the Ministry of Finance, as published in the Chungking "Shih Shih Hsin Pao" of the 30th April 1940, promulgating Regulations relating to restrictions of the sale of prohibited imported articles. These regulations are an extension of the restrictions on imports against which we entered no protest when they were put into operation in July 1939. All the goods enumerated could fairly be considered as luxuries, and the Yee Tsoong Tobacco Distributors, limited, by whom these regulations were brought to my notice, and who would appear to be more directly affected by them than any other British firm, have made no request for representations. Had such a request been received I should have felt myself in an embarrassing position in view of our own wartime import restrictions and other exchange conservancy measures. In these circumstances I propose to take no action.
