I enclose a draft telegram which we propose to send to Shanghai approving the action which Craigie suggested in his telegram No.209 of the 21st October about the proposed establishment of a new central bank by the Nanking régime. Copies of Craigie's telegram and of Shanghai telegram No.880 to which it refers are enclosed herein for convenience of reference.
