Shanghai telegram No. 880. I am making early representations by semi-official letter and am suggesting to my United States colleague that he should take parallel action.
I suggest that His Majesty's Consul at Nanking should be instructed to protest at once to the Finance Minister against this step which, if carried into effect, can only bring about the stifling of all British activity in Central China as well as in the North.
