I enclose for your information a copy of a letter to Boyse at the Colonial Office asking him to dispatch urgently a telegram to Rogers in reply to his No. 77.
This telegram is an attempt to clear up with Rogers the precise effect on the Shanghai and Hong Kong markets of the new Exchange Control policy we are now pursuing.
