Our idea was that Sir G. Sanson might discreetly
sound Ministry of Finance and Bank of Japan with a view
to ascertaining whether they share Vice-Minister for
Foreign Affairs' views, without referring to your
conversation with the latter. We would then be in a
better position to judge whether it would be worth
while for you to pursue the question further with
Vice-Minister for Foreign Affairs.
